The FRAC-MOO requirements will be effective, subject to a compliance 备案 by the 凯索 (due within 30 days of the date of the order), effective November 1, 2014, to allow load serving entities (“LSEs”) subject to the requirements time to make their first FRAC showings to the 凯索 by November 15, 2014.
详见 先前的《清洁能源法》报告, the 凯索 proposed its FRAC-MOO requirements to help meet the expected increased need for flexible capacity resources that can ramp up 和 down quickly 和 start 和 shut down potentially multiple times per day to address what the 凯索 described as a “重大转变” taking place on the 凯索-controlled grid in terms of increasing deployment of renewable energy-based variable energy resources, including the possible deployment of 12,000 megawatts of distributed generation resources being contemplated under state policies. In its 备案, the 凯索 relied on studies showing (as illustrated in the 凯索’s well-known “duck chart” (as excerpted from 备案)) the heightened level of uncertainty 和 variability of operating conditions on the 凯索-controlled grid.

联邦能源管理委员会 conditionally accepted this proposal with only two substantive modifications. First, the 凯索 will remove the part of its proposed FRAC-MOO requirements that would calculate an effective flexible capacity value only for those resources that submitted an economic bid for energy in the prior year. Second, the 凯索 will include a limited exception from a O for use-limited resources, such as hydroelectric generation resources. 联邦能源管理委员会 also directed the 凯索 to make a compliance 备案 (as discussed above), 和 an informational report 备案, 12 months after the FRAC-MOO is implemented.
